The actual silk is identical to the one mounted in the Stevens picture, st532: Signing of the Declaration of Independence July 4th, 1776.

As can be seen in the image above, the silk above is not finished as a bookmark with pointed end, and still remains ready for mounting as the picture.
It was probably sold at a reduced price as an un-mounted memento of the visit to the Exposition.
