My knowledge of German is limited, although I believe this title translates to " I CONGRATULATE "
Modern translation however has a slightly different German spelling, with an additional " e " being " ich gratuliere "

This bookmark should have the " T. Stevens " name woven in the top turn-over (although it appears to be missing from the main image), with the " Coventry London " woven in the lower pointed end (as below).
