There is no weavers name on either the silk itself, nor the card mount.
However, I have recorded a leather writing case with a silk on front and back. That case has the name of BROUGH, NICHOLSON & HALL LTD clearly marked.
The silk above is identical in every respect to the silk on the front of that writing case - see obn900 on this site.

1935 was the year of King George V's Silver Jubilee, and it is possible this picture is of a procession to celebrate that event - possibly through Leek, the home town of Brough Nicholson & Hall.
