As can be seen in the image above, this card was issued by CASH'S, with the woven bookmark attached, and a white envelope for posting.

There are no words woven on the bookmark, and does not seem to appear on any back lables.
It would however appear to be one of a series of four similar designs, as listed below, and as the first has what appear to be daffodil flowers, perhaps the four represent the seasons of the year:
