The view is of the Industrial Hall, and shows flags flying from the four flag poles, and a hot air balloon flying in the background, top right hand corner.
Apart from the balloon, this silk is identical to the more usual postcard by Grant, gc 216 on this site, which retains the flags. There is also a third postcard featuring the Industrail Building, and is similar to the image above. It however has different terracing, and also without the balloon, and without the flags flying from the four flagpoles [gc 212 on this site]. This card was issued with a bespoke printing on the reverse:
