Comments:

As the portrait on the left is described as being " REGISTRATION APPLIED FOR ", it could be assumed that it was simply an earlier issue of the normal portrait (shown on the right for comparison).
However, by careful inspection you will see that the flag is in a different position in relation to the portrait of Her Majesty. It is as if the portrait has been lowered, whilst at the same time, the head has been elongated.
