This is clearly a royal favour, as the original pin position can be clearly seen. Unfortunately though there is no name woven on the turn over.
Stevens is known to have produced these type of royal favours, as too did Grant. The quality of this favour though does not seem to be on a par with either of these weavers, and is unlikely to be of their manufacture.
